An Introduction to the Essential Elements for an Effective Problem Gambling Framework (EPGF): A Strategic Decision Support Tool, developed by EDC and Omni Institute, presents a strategic decision support tool for public health leaders. As the gambling industry continues to evolve rapidly across the United States, public health systems must respond with agility to address and mitigate the harms associated with problem gambling.

The tool is designed to guide state problem gambling leaders in building and strengthening a comprehensive infrastructure for prevention, treatment, and recovery services. By supporting decision-making across the full continuum of care, this framework helps ensure coordinated, effective, and sustainable responses to problem gambling
