A planning process — not just a checklist

Districts know they need stronger multi-tiered systems of support. The hard part is knowing where to start, what to prioritize, and how to build alignment across teams. The EDC MTSS Needs Assessment guides your team through the same four-step process our experts use in MTSS Audit and RAAP engagements — productized so any school or district team can begin the work on their own.

Used annually, the tool turns scattered tiered academic and wellbeing efforts into a cohesive system developed through a clear set of priorities, goals, and action steps your team can actually execute — and bring to your board with confidence.

What the four-step process looks like

A guided sequence your team can complete in one extended session or across several meetings.

Step 01

Self-Assessment

Rate the five components of MTSS using a 0–3 rubric. Surface strengths, gaps, and opportunities to better meet the needs of every student.

Step 02

Prioritize

Use the effort-vs-impact matrix and team discussion prompts to narrow to 1–3 focus areas your team is positioned to act on this year.

Step 03

Set Goals & Plan

Draft goals, action steps, leads, timeframes, and success criteria for each priority — with built-in prompts for impact data and fidelity measures.

Step 04

Align & Integrate

Inventory existing teams and initiatives related to student social, emotional, and behavioral development. Identify alignment, redundancies, and collaboration opportunities.

"The EDC assessment provided valuable insights that helped us better understand how our programs and initiatives fit within the MTSS framework. The process encouraged reflection and helped us identify next steps for strengthening supports for all students. The recommendations were clear and actionable, and the collaborative approach made a real difference."
