A strategic planning tool—not just a framework
As gambling opportunities continue to expand across the United States, states need coordinated, evidence-informed systems to prevent and reduce gambling-related harm. The Essential Elements for an Effective Problem Gambling Framework (EPGF), developed by EDC and Omni Institute, helps state problem gambling leaders understand where their systems are strong, where gaps exist, and where action is needed most.
Used as part of strategic planning, the tool helps leaders move from assessment to action by organizing prevention, treatment, recovery, workforce, infrastructure, and cross-sector coordination into a practical process for decision-making and sustainable implementation.
What the decision support process looks like
A guided framework your team can use to assess current capacity, identify priorities, and strengthen your state's public health response.
Coordination
State, regional and local elements to support an equity-focused continuum of care that recognizes the increased harm experienced by some communities.
Capacity
Workforce development structures to support knowledge, skills and abilities key to the implementation of effective behavioral programs and services.
Mobilization
Data, evidence-informed practice dissemination, and technical assistance to guide collaboration and inform action.
Awareness
Messaging and education to increase community readiness to address problem gambling-related harms.
"States need practical tools to help them move from recognizing gambling-related harm to building coordinated systems that can prevent and reduce it. The EPGF gives leaders a structured way to assess current capacity, set priorities, and take action."
— Chuck Klevgaard, EDC Senior Project Director for Prevention Technology
